It's been a LONG time since I've seen a phrase that has literally no competition. These days Google is very good at mixing in images, youtube, news, irrelevant results etc. whenever they feel they don't have enough results to completely fill up page 1.
If you really are up against literally nothing, then simply having the phrase in the title or an H1 tag or even anywhere on that page for that matter, is usually enough. Just wait for G to crawl it. I've seen blog posts indexed and ranking in less than one hour after they've been posted. So, I don't understand why you are looking for some clever strategy. Sounds like simply writing about the subject and using the keywords somewhere on the page should be enough.
