A lot of people would say the same about SEOs - artificially inflating rankings via link building for over a decade! ;)

Even though I don't subscribe to the SEO philosophy in general comparing them to this stuff is in poor taste. They were doing it because it's what google was promoting as the way to go.

Also, never seeming to catch the real culprits and causing everyone else to link build and bend the rules just to get their site noticed. Then it's the rule benders who get caught and the real criminals are still ranking #1 seemingly untouchable.
