I use the term "precise data set" "loosely" ( yes I know ..it is the Irish ;) as it is probably calling to a "mixer" in a similar way that AOL users get a subset of the "main data set"( if one can even use such a term with the way G is now set up, thinking about it , one probably cannot ) and then, the AOL set is refined /personalised for each AOL user depending on all the usual GEO IP , signed in or out of G, search history etc..
I agree that penguin has moved over the last 7 days ( I've been watching the movements on some specific sites that have been making minor tweaks which I advised, they are paying off in upward movements, as expected ) ..but I don't think it is safe to use a custom search page as an indicator of widespread major iteration of Penguin ..yet..
That said ..it has to show up somewhere first :), but "custom search" adsense pages would seem a very odd place..
But then this mix of old data sets and new data, and partial data is unusual..
