@Sally..in the UK the "character" was known as "chad"*..I believe that the use of "chad" predates the use of Kilroy..which was a more general use graffiti by US military personnel, in the mainland European theatre of the war ..as in "Kilroy was here"..
"Chad"* usually was just looking over the "wall", but sometimes was saying something ..during the latter part of WWII it became associated with "Kilroy was here"..

My Grandparents ( mother's side ) remembered "Chad" from a few years before WWII ..and had drawings that predated it's use by the US soldiers in WWII ..
* was written both with and without the C as a capital letter..and was also Mr Chad..
