How are you guys going about removing links? If it is on another site and have no control of the site what is there possibly to do other than email the owner and hope it gets there and is taken care of? As someone else mentioned either there should be a disallow or Google needs to pass a 0 value rather than negative - that seems like it would solve both sides of the problem - paid links are worthless and negative seo is worthless as well all while the actual site owner is unharmed.
