All this is conjecture... but I think that Penguin needs to be refreshed periodically, not in real time, in part because it's evaluating not just a page or a site, but (inter)linking signals over the entire network. I assume that it's also looking at things like hidden redirects and historical signals... and all those extra signals require not only extra computation, but also some accumulation and comparison of data that can't be done on a realtime basis....
