Theoretically, but how does google know whether poor user metrics are a result of faults in the algo. or in fact, because the page/site is poor?
If you read my whole post, you will see that I was talking about mis-matches. And yes, you're right -- many of the mis-matches are Google's fault. But it's a mis-match between the page and a specific search term. For a different search term, the page might be a good match, and in that case the user metrics should usually be better.
