So over time, as more user data is collected, the number of mis-matches will be reduced and the SERPs should improve.
Theoretically, but how does google know whether poor user metrics are a result of faults in the algo. or in fact, because the page/site is poor?
Identifying why user metrics are poor for a site doesn't result in better serps, unless the cause IS the algo.
