That seems over-simplified to me. Clearly we're not just talking about the volume of users. User data for the "best restaurant" would include more than volume. And I'm sure Google and Bing would both use a lot of user data signals, learning over time what they indicate in real-life terms.
At the same time, I do get your point - that certainly would be one type of trap that search engines need to avoid. The potential error seems so obvious that I'm sure they are taking the possibility into account.
