Machine learning is all about circularity of many kinds - and Google PREFERS machine-learning over any other approach, it seems. Yes, these days Google can unintentionally sabotage a site with the kind of thing you describe. Over time, they will learn how not to do that. I'd say it's happening less than it did already.
And in the meantime, I think we all need a hard-nosed acceptance of what Google's job really is. They're not trying to rank ALL the best pages - just some good pages that give their users what they are looking for. Some great pages definitely slip through the cracks. They always did.
