Are you saying that if the title tag of Page D is build your abs and there is an internal link in the body text of Page B going to Page D, you wouldn't use build your abs as the anchor text on Page B but maybe a variation such as develop great abdominals?

or

If Page D is trying to rank for the phrase build your abs, you wouldn't use build your abs as the anchor text for the internal link on Page B (maybe you would use develop great abdominals) and the title tag of Page D might be some phrase such as How to Develop Great Abs or How to Build Great Abs?
