Certainly there was a delayed ranking effect - but "sandbox" was and is a terrible, misleading label for it. Got one thing, it implied a set time and that was not the case. It made lots of webmasters very confused about what Google was actually doing.

Pretty much like today, unfortunately. When lots of people say the same thing over and over, then webmasters assume that it's true. Happens even if the idea is a distortion. And then webmasters waste their energies, get frustrated, etc, etc.
