Cutts: What matters is bottom line. Links are a part of search Ė they represent online reputation.
So building and investing in a fantastic website after Panda probably isn't going to cut it without a solid trusted link profile improvement. And a link profile that doesn't engage over optimization per Penguin. Many folks clawing there way back from Panda may have overlooked this. The holistic approach and possible contradiction of understanding was the intended context of my opening thread - sorry if it appeared cryptic.
