The current Google seems more committed to not having bad sites rank, even if they are not ranking the best sites. The niches I follow are mostly populated with big sites with a brief generic page or two on the subject of the search, while sites focused on the search term with sometimes 100s of pages of content are deeper in the the results.

I guess Google wants to be able to claim their results are improved because there are fewer cases of terrible spammy sites ranking(which I find to be the case). Is this worth losing very good smaller sites and opening the door for negative SEO? So far Google seems to be very happy with the results.
