Page is a not externally linkable

They've shown multiple pages from my site for a while now but this is the first time I've noticed they show the sitelinks and THEN the same pages.
They might be testing the click throughs to see how the sitelinks compare to regular results.Yes, i do agree that click throughs for sitelinks are always going to be less as most normal users would be blind to them. But still they might be testing it.However I would feel that it isn't Google's job to essentially send users to all relevant pages on a site for the user query. Google has to essentially focus on sending the users to the best page on a domain for the user query. It is the job of the concerned site to lead users to other relevant pages.
