these warning messages in Webmaster Tools are manually triggered and a sign of a manual action

Does "manual" mean what it sounds like? An individual human being looking at sites with their personal eyeballs, followed by a physical action of some kind? Just how many people has g### got working for them? How big does a site have to be to rate manual review? (Bigger than mine by orders of magnitude, duh, I'm just curious ;))

Or does "manual" really only mean "you've been promoted to the Fancy Computer"?
