Here's revolutionary idea; ignore dodgy links!

Pros:
1) Sites with nothing but dodgy links won't rank, so there's no need to apply penalties.
2) Kills negative SEO
3) Google WMT/spam team can focus on something more important.
4) Google don't give away secrets about their algorithm.
