Great! This is the problem really isn't it, not everyone plays fair. Really you should not be judged on things you can't control.

Devalue 'dodgy' links by all means but not send you a warning leaving you wondering what has happened.

I haven't had any such warning, I do think this could be a new scare tactic to get paranoid webmasters to clean up their act.
