I also received that message on 03/02. I didn't check WMT until this week, so that message was there for 3 weeks. No changes in rankings until this week, a drop on a few phrases (-10% in traffic), but doing well on longtail. It seems that many, many webmasters received that message in late Feb/early March. What to do about it is the question. I haven't even asked for a link in over a year. The questionable IBLs must be very old, or newer spam attempts by someone trying to spam link my site. I am reluctant to respond to G until I see what, if any, significant impact it has on my site.
