Iím not so sure of that either. Iíve seen many web pages that exceed every degree of optimization and go un-penalized. In fact Matt clouded the issue even more, a while back, when he pronounced keyword stuffing was not necessarily a justification for a penalty. I can agree to some degree because I had made verbatim the same argument to him. But it did not include repeating the same elements over and over or putting up these columns of hot phrases.
IMO manual OOP penalties were utilized by Google for a while and they lost interest in it leaving quiet a few wondering why penalties were never lifted.
