That's potentially 17% cumulative of queries with Panda.
I'm not sure it's useful to think of it this way, for two reasons: 1) Panda's been around for just over a year and clearly isn't going anywhere, so I think it's time to reset the baseline, and 2) it ignores overlap. I know you used the word "potentially", but even that logically leads to absurd statements like, "that's potentially 250% cumulative of queries with all previous Google updates".
For sanity's sake, I think it's better to not start adding up the effects of any number of updates.
