I have the same problem, but I think that the point isn't in Google.com, but in English language selection. For example, if you search on Google.com with language preference Swedish, my site doesn't appear to be pandalized. More precisely, I'm pandalized only when English is selected (I use Adwords Preview Tool) and then I'm outranked by various spam/scraper sites. Changing site's preference to the US in GWT didn't solve the problem.
