Interesting if true... Kind of makes sense, as it would very easy for google to put together a list of new websites and assign them to human reviewers that we know they have...better that they find a spam or scraper site now then later when it is ranking for money phrases.
A goal of manually reviewing all websites on the web (regardless of keyword phrases) is consistent with google's bold scope historically (like scanning all books...taking pictures of all roads in the US...etc...)
If true, you're first 'appearance' for google better be a good one. I was personally thinking of launching a project 'not-completely-baked' just to get the first indexed to be as late as possible...but with this in mind I'll probably make sure things are looking a little more complete before I properly introduce myself to WMT...
