It can take a long time. I had several sites that got the -50 penalty years ago. I know why they got it, so I made the changes, in some cases submitted reinclusion requests and waited.

Nothing....

Then after 2 years, one day they just popped back up on the radar.

So yes, you can recover but there is no set time frame for doing so. It can happen quickly or it can take years.
