This is my guess also. We are all being prepped. It would be too obvious if they immediately went to flooding the serps with g+ pages.
I think it's a poor decision by facebook to allow their content to be scraped like this. Nothing beneficial will come to facebook for it. They should've learned from what google did to Yelp. At least twitter was smart enough to get a little coin from google.
This can clearly be used to help our sites, while at the same giving negative seo another huge tool. The potential for a nasty competitor to slam your business just increased. Reputation/image management just got a lot harder. It's a two sided sword.
