You may want to try going all out improving one of those sites a lot. Then submit a reinclusion request. If that one site is good enough on its own, you can repeat the process on the other sites. Provide enough quality content and features that google will want to rank you well.

I am currently trying to do this for my network of 12 websites that all got penalized together.
