They are trying to do it for navigation phrases. My site gets more site links if you run the words together: ie "sitename" rather than "site name".
A clients site with a searchphrase.com type url got sitelinks only if you ran the words together, and only two lines of them.
Some very big corporate websites only got the sitelinks if I typed in the URL rather than the name.
I think it depends on whether there are other strong results and how much it looks like a navigational query, and it is not a binary choice, the number of sitelinks can vary.
