^^^ It's a possibility. Or it could just be that G got fed-up with people using (abusing from their point of view) internal links to rank stuff that no one outside the website would link to. Some of the really big sites like Ezine and Hubpages were really overdoing it. It was an easier method of ranking stuff than paid links! Once all those plugins started to appear, that added tag pages to your site (to bump up internal links to the posts that were tagged) and became popular on the WF, you sort of knew the game was up.
And yes, probably lots of innocent sites got caught up, because that's always what happens.
