If you have no penalty it makes no sense to waste their staff's time, automate it, unless they want to peak just in case something is wrong. These past few months google has told people 'look at outgoing links' for example, or doorway pages. The generics I've seen on Google support forums are when there's no hope in the site, totally mfa, with no other purpose.
I think the non-manual penalty cases are automated but they wait a few days for some reason. Maybe not to encourage people from sending each month to see if Google caught them after their latest trick?
