But it's not, even if they would like to think it is or they think that's what their data seems to be telling them ... I know based on clicks for titles and previews they refuse to use.
Site (page) in the top 10 on Google hasn't generated a click in 3 days with the title and preview they decided are best ... Site's (page) listed other places using the title, description and preview of the actual page the visitor lands on and gets all kinds of clicks ... Unless the best title is the one that drives users to AdSense clicks they're not using the best title or preview ... If they want AdSense clicks, then they probably nailed it!
