Consider how the Adword to "Organic" click ratio plays into this. They have been playing with "Organic" title tags imo to test infuence on this ratio (and other signals).
ie If the title is changed to the most compelling possible based on existing user data but the user comes back for more or comes back for more quickly, or jumps into the adwords column... what does that say about that page?
When we talk about time between serp clicks I think the data over hours or days, maybe even years could be a stronger signal than seconds.
