For sure time spent on an external page is important; however, we don't know the extent of that without seeing G's data. The fact they return to the same SERP and then click on another link, is much more telling to me. I think G would be looking for a 'dead head' search (where the searcher stops searching for a result) as higher ranking.

There is some merit to that line of thinking, however, we are not a search engine and that is not our mission in life. Our goal is on site engagement; whereas Googles' goal is higher OFF site engagement.
