The company I am talking about controlled the site (The CMS has a few 100 sites on their system) and DNS for about 3 years. They were also responsible for the SEO.
A new company asked them to change their DNS record to reflect the new site (which meant their services for SEO and CMS had been cancelled).
When they were notified , they then did the removal. All they did was change the A record, but before, they told Google to remove..
The new company upon discovering this, then uploaded a new verification URL for WMT, saw the removal and re-submitted.
