Google has started to update the number of links in the google webmastertools about 2 weeks ago. Has anyone noticed the same thing ?

Questions :

Why does it update by bits ? it updated 2 weeks ago and then again 2 days it added more links ?

How long does it take between the time it start showing new links and the time it does a ranking position update ? ( usually )
