That site btw has now seen it's bounce rate drop 7% since the change so maybe the algo is working.

Bounce rates dropping do not necessarily mean folks are finding what they are looking for. If I search and find what I need right away, I then leave the site (higher bounce rate). If I don't find what I'm looking for on the first page I land on, I poke around a site (lower bounce rate).

So it is really hard to say if such stats show an improvement in the algorithm or a deficiency.
