I agree. I have noticed several sites in my field with the following characteristics:
1) have no PR, but use keywords in their domains and rank well now.
2) a few sites that have no keywords in their domain, but have successfully fooled the Google algorithm by keyword link spamming ( in English ) on hundreds of Russian and Chinese junk sites. It is unbelievable how sites that were largely unknown 6 months ago are now at the top of the SERPs with nothing more that spam links on junk web pages.
The thing that shocks me more than the success of the link spam is that Google actually gives the junk web pages that have the links on them such credibility to push the target sites to the top of the SERPs.
