I think easy html standards for webmasters are already in place designed to give all search engines good indicators when to serve particular page content as regional.
The www.w3.org recommends that each regional page should include in the head section of the html code following META Tags if you want to serve your content for example in Germany:
<META name="keywords" lang="de" content="auto, automagazin, automarkt">
<META name="distribution" content="local">
<META http-equiv="Content-Language" content="de">
Plus you can use Google accepted and recommended:
<META name="google" content="notranslate">
<link rel="canonical" href="http://www.website.com/de/”>
All SE should follow www.w3.org standards and clearly indicate that to webmasters so we would not have problems like this.
