the short answer is no.

The hash mark (#) is a page fragment identifier and its presence has never been considered a separate URL. The challenge is now that AJAX is becoming so widespread, sometimes the hash mark DOES indicate a different state of the page - and Google put forward a proposal [webmasterworld.com] as to how that might happen, specifically following AJAX hash marks with an exclamation point (#!)
