Toolbar PR is Google's way of diverting energy that might otherwise go into manipulating the SERPS.

My main site has PR 3 on most inner pages (as always), PR 5 on index pages and other that are linked to from the whole site, while the front page is unranked.

My (non-commercial) blog is apparently entirely unranked (from PR 5), despite getting a flood of traffic from twitter, other blogs, and social bookmarking sites in December. It ranks better than ever.
