There are still ways to get around this, though. Google sends out enough non-bot bots from their own IPs and it's been suggested that they also send from other services' ranges so a little bit of extrapolation on their part using non-google IPs...

Although since they seem to be getting block info from a third party I would have thought that was an even better way around it.

I don't believe there isn't some way of detecting and killing / not listing malware and well-known black hat sites. There are certainly publicly available lists of open proxies and zombie machines - does google use these in any form?
