From time to time I will have web issues that will affect only certain sites for a chunk of time, but the sites are not down, and surfers in a different location won't see the problem. What's down, as I understand it, is a small section of the internet. I read an article that described the phenomenon and wish I had the reference now; this is something that's getting more and more common and is not yet frequently discussed.
