If you are reusing certain paragraphs on different pages, then I agree that it's rarely a problem.

But if you have canonical url problems, that can have a negative impact on rankings - because it keeps the PR for that content lower than what it could be. Anyone who hasn't been paying attention to this factor is missing the boat. Google sometimes can "fix" PR flow for canonical url issues these days, but I definitely don't count on it.
