Page is a not externally linkable

We had about 30-40 links to internal pages in our footer which effectively added the same keywords to every single page of the site. I later found out I probably could have left them there if I changed/rearranged them across the site - it seems it's okay to have them in the footer as long as you don't repeat exactly the same thing on every page. I considered reintroducing them, varying them across the site, but I think there is still an element of risk which I'm not prepared to take with this site.
teenwolf - the problem was what Google calls boilerplate repetition.
