Otherwise, you're getting into human bias issues - and even those with PHD's have them. So, now you have someone (subconsciously) choosing one site over another based on color or layout or logo, instead of content and ease of use.
If all they were doing was 'quality' - meaning kicking out the 50,000 page fluff sites, that would be fine.
