I think I was being penalized for the way I have my out going links as "do follow" and I believe that these penalties were finally lifted. So looks like to me that this was a very slow PR update as nobody is responding to this thread. My niche(s) must be some of the last to see the penalty lift from "visible PR". ?

I still have the same "do follow outbound links" but I have never had that many as they are only links to help the user (I have never worried about PR leaks or designed a site to gain Google PR).

No serp changes as these sites stay at the top for major keyword phrases including "site links".

But this visible PR update is for real happening right now in a few niches that I'm checking.
