If the greater portion of your site is non original content, then the strength of those pages will lower the overall strength of the site's ranking. This can drag down apparently strong TBPR pages and be site-wide/
Pointing strong links into these duplicate pages has no benefit until they are fixed. Probably it will make it worse. Google likes unique content that users find useful.
So my view is:
Unique Meta Description
Unique Content [ hand written - not auto generated ]
Remove pages with little content on them and merge them where possible to other pages.
Do not interlink pages with the same content. Even snippets could be a problem - as I think the patent re phrase matching seems to suggest.
The aim of each page is for it to score highly in it's own right, and contribute independently as part of a unique site.
Somehow, your content needs to be seen as an authority.
However, implementing this is a often easier said than done.
