Maybe I was already below the optimal number of on-page links.
A little while ago I tried to reduce my "SEO links" down to the bare minimum by adding nofollow to any navigational link that wasn't specific to the page. My non-supplemental pages dropped by about 15%. I changed everything back and the pages came back.
