Page is a not externally linkable

That's not exactly what is happening to this site. The rest of the site ranks well but selected pages are not searchable for any of the text found on the page. Though the others have suggested that IBLs can still cause the page to get listed in the SERPs. Am I wrong about the 950 penalty?
If I understand it correctly, the 950 penalty causes a page or site to drop dramatically in rank, but can still be found (usually in the 950 range).
