When I traceroute a Google IP like 66.249.81.104 I get something like:
... - 64.233.174.132 - 216.239.49.248 - 72.14.238.136 - 72.14.239.17 - 72.14.238.166 - 66.249.81.104

but the path to that IP is changing all the time:
... - 216.239.47.130 - 216.239.49.38 - 72.14.238.235 - 72.14.238.136 - 72.14.238.166 - 66.249.81.104

and then just seconds later it has changed again:
... - 216.239.47.130 - 216.239.47.120 - 72.14.238.136 - 66.249.95.149 - 72.14.238.166 - 66.249.81.104

Notice that the path crosses through various class A blocks to get to the eventual destination.
I guess that with enough traces someone could work out how it all hangs together.
