dont discount the affect of reducing the pr from inbound links (dampening, ignoring) rather than direct intervention...
you cant hand edit pr because pr is a share of the whole.... you could have a factor after pr is calculated that reduces its affect..but you cant hand edit the real pr....i dont see why google would bother to add that layer given there are filters out there anyway to penalise in many other ways...
